New York officials said that the president’s plan would provide only about $32 million to New York State: only slightly more than the $26.5 million that the state received in the previous round of federal security money approved in late February. The sum worked out to about $1.40 per resident, New York officials pointed out, an amount far less than the national state average of $3.29 per person, leaving New York behind every state except California.
