Volunteerism as macroeconomic policy

It remains to be seen if Bush will pull a rabbit out of the hat with a well-delivered State of the Union address tonight. Word is that he won’t spend much time putting forth the case for Iraq (which hopefully I’ll be able to get around to discussing here in a day or two), but it’s hard for me to imagine him ignoring the topic. We’ll see. Just saw a quote from Bush that he will ‘’rally the American people to some great causes'’ - that has to be the most idiotic thing I’ve heard from him since he told America to go out and visit our great destination spots to boost the economy. Why is it that the only response to policy problems the administration seems to come up with is volunteerism? Macroeconomic policy can’t possibly do any good, the logic goes, so we’ll just tell people to spend more. Government can’t possibly cure poverty, so we’ll tell people to join religious volunteer organizations. I just want to say to him that a) American people don’t need to be rallied to some great causes, they need policymakers who know how to address causes they already have and b) a lot of us don’t really trust your causes.
